Enter these cheats in any time during gameplay. You cannot be in a window for choosing stuff, though. For the messages, look for it to appear in the text box in the lower-right-hand corner of the screen. I do not believe that you have to be in a specific scenario for this to take effect. When you type what's in the ''Code'' column you get that effect

	>	Refreshes towns. All that you have done in a town is forgotten. Leave your current town to take effect.
